Job Description

Glens Falls City School District is seeking a creative and innovative individual to join our district team in the position of Human Resources Specialist at the district administrative office. Applicants should be enthusiastic about the HR field, have effective communication, interpersonal and technical skills, and be of a customer service mind set.

This position is based out of our district office in the Glens Falls, NY area. This position involves responsibility for assisting in the administration of highly complex technical aspects of human resources functions. Duties include oversight of the School employee / retiree benefit programs and other assigned functions. The incumbent is also responsible for creating and maintaining both electronic and paper records relating to HR program administration, as well as records necessary for departmental operations. The work is performed under the general supervision of a higher-level administrator with wide leeway allowed for the use of independent judgment in carrying out the details of the work. Does related work as required. An employee in this position is required to exercise the highest discretion to ensure confidentiality of all district employment matters and human resource areas.

TYPICAL WORK ACTIVITIES:

Administers HR Software Systems: Oversees the daily operations and maintenance of software platforms including, but not limited to, the time and attendance, positions maintenance, and employee benefit administration.

Leave of Absence Tracking: Track employee leaves usage and maintains records.

Maintains Accrual Systems: Manages the accruals software program to accurately track and maintain records of employee leave balances, ensuring alignment with district policies and collective bargaining agreements.

Coordinates Unemployment Insurance Program: Monitors monthly unemployment insurance charges, disputes incorrect claims or charges, and works closely with state agencies to ensure accurate processing and reporting.

Employee and Retiree Communication: Acts as a point of contact for active employees and retirees regarding benefit related inquiries, providing timely and accurate information and support. Provides information on and descriptions of several benefit programs to applicable recipients while administering enrollment into these programs and the resolution of any applicable issues; Communicates with employees, retirees and program administrators about details of benefit enrollment processes, questions or issues;

Maintains Personnel Records: Updates and maintains employee records by processing personnel actions such as new hires, terminations, and building placement status changes. Ensures timely reporting for accurate payroll processing. Complete all updates necessary for employee records in HR Modules.

Conduct Recruitment & New Employee Onboarding: maintain paperless new employee onboarding.

Develop New Employee Orientations: Conduct new employee orientation with District approved orientation items.

Processes Workers’ Compensation Reimbursements: Coordinates and processes and Workers' Compensation claims, and maintain files to ensuring compliance with applicable laws and timely reporting.

Prepares and analyzes reports using statistical and narrative information; attends various meetings representing the HR Department as assigned;

Provides support to higher-level administrators on various HR matters

Performs general office duties, as necessary.

Job Qualifications

MINIMUM QUALIFICATIONS:

Bachelor’s degree and two (2) years of full-time paid experience, or its part-time equivalent, working in human resource administration, health insurance administration, employee benefit administration or related field; or

Associate’s degree and four (4) years of full-time paid experience, or its part-time equivalent, working in human resource administration, health insurance administration, employee benefit administration or related field; or

An equivalent combination of training and experience as defined by the limits above.

As a public employer, Warren County Civil Service requirements will apply. The successful applicant would be given a provisional appointment and be required to take a civil service exam once it is announced.
